Horse Protection Act Rulemaking

The United States Department of Agriculture’s Animal and Plant Health Inspection Service (USDA APHIS) announced and published its proposed revisions to the Horse Protection Act to combat the illegal act of soring. These proposed regulations focus on two breeds: Tennessee Walking horses and racking horses.

AHC is preparing comments on the proposed changes. Comments are due on or before October 20, 2023.
Members and interested parties can view and provide input by submitting comments via Federal eRulemaking Portal at www.regulations.gov. Enter APHIS–2022–0004 in the Search field. Select the Documents tab, then select the Comment button in the list of documents.
