The American Horse Council Congratulates Representative Andy Barr

Washington, D.C. — The American Horse Council (AHC) has awarded the 2025 Rolapp Award to Representative Andy Barr (R-KY-6). The presentation took place during the American Horse Council’s (AHC) Annual Conference and Fly-In June 22-25, 2025.

During the Fly-In, members of AHC met with Representative Barr to express their gratitude for his dedicated support of the equine industry. These meetings underscored the strong partnership between Congress and the horse community.

The Rolapp Award recognizes members of Congress from both sides of the aisle who, in their actions, have demonstrated the leadership critical to advancing policies that support America’s horse industry. This year’s winner, Representative Andy Barr (R-KY-6), serves as Co-Chair of the House of Representatives Horse Caucus and is Chair of the House Financial Services Subcommittee on Financial Institutions.

Representative Barr acknowledged the award stating,

“It is an incredible honor to receive the 2025 Rolapp Award from the American Horse Council. As the proud representative of the Horse Capital of the World, I’ve seen firsthand the economic, cultural, and agricultural importance of the equine industry—not just in Kentucky, but across the nation. I’m grateful for the opportunity to champion policies that support horse owners, breeders, and enthusiasts, and I look forward to continuing our work to strengthen and protect this vital American industry.”

“Representative Barr has been a steadfast supporter of the horse industry. He has championed legislation to support all industry stakeholders across the country. From promoting horse welfare and health programs to addressing the unique financial aspects of the horse industry, he has been a highly approachable and impactful advocate,” said Julie Broadway, President of the American Horse Council and the American Horse Council Foundation.

The Rolapp Award is presented in honor of the late Rich Rolapp, who served as president of the American Horse Council from 1974 to 1993.
