Will USDA delay the implementation of the new Horse Protection Act (HPA) rules again?
The new HPA rules are set to go into effect on February 1, 2026, with that date fast approaching, all signs (or lack thereof) point to another inevitable HPA delay and a continuance of the previous 2017 rules, though AHC has received radio silence from all requests for updates from USDA.
